Ülemiste City’s third health centre with a modern care home

In this project, WHAT IF acts as the lead designer, responsible for coordinating the work of the entire design team, managing BIM collaboration, and translating the client’s spatial needs into a comprehensive and realistically implementable spatial solution. The project involves several partners from the medical and care service sectors, whose specific requirements were harmonized through a systematic and user-centred design process.

Scope

Approx. 10,000 m² of gross floor area, with construction completion planned for the first half of 2027.

Character

A multifunctional hybrid building – bringing together healthcare services and a care home under one roof

Human-centred planning – logical movement flows, accessibility, a mentally supportive environment, and integrated services with other health buildings in the district

Support for longevity and active lifestyles – integrating the elderly into a rapidly developing business campus

Sustainability and quality of life – high-quality interior architecture, rooms with ample natural light, energy-efficient technical systems, and landscaped recreational areas around the building

Challenges

One of the biggest challenges in this project has been integrating functions that are rarely housed under the same roof at this scale into a smooth and cohesive whole. Each institution must be able to operate independently, while the building itself must function as a unified environment. Designing care home spaces across up to four floors imposes heightened requirements for fire safety and evacuation, which in turn means that modelling involves integrating less common, unique solutions into the building. Another exciting challenge is how to create a visual and spatial unity with the previously completed Health Centre II, so that from the user journey perspective, the buildings will form one coherent and logical environment in the future.
