A future-proof business park in Rae municipality – East Capital’s modern logistics complex.
Developed by East Capital Real Estate, East Capital Park Rae is one of the largest and most innovative logistics developments in the vicinity of Tallinn. WHAT IF’s role included organizing the architectural competition, advising on the design tender, and managing the budget throughout the process to ensure cost-efficiency and transparency aligned with the investor’s expectations.
Scope
140,000 m² of gross floor area, comprising six buildings across nearly 30 hectares of land, including a public park area of approximately 2 hectares.
Character
East Capital Park Rae sets a new benchmark for modern industrial development:
- Modularity and flexibility – rental spaces starting from 2,500 m²
- Future-oriented spatial design – buildings with a modern work environment and low energy consumption

Challenges
Organizing the first architectural competition for a logistics complex in Estonia required us to develop a unique brief and action plan to achieve a high-quality outcome aligned with the owner’s ambitions. The process included involving representatives from the Estonian Association of Architects and Rae Municipality to ensure key stakeholders were engaged from the very beginning. Based on the winning entry, the original planning solution was refined through the design conditions, which necessitated a thorough analysis of the entire development area and scenario mapping from both spatial and budgetary perspectives.
